Job Description: CIL Implementation Manager
Location: Midlands
Start Date: January 2027
Contract: Initial 6-month contract, rolling thereafter
Rate: Dependent on experience
Working Arrangement: Predominantly remote, with office attendance once a week or fortnight
The Role
We are seeking an experienced Community Infrastructure Levy (CIL) Implementation Manager to support a local authority in the Midlands with the introduction and implementation of CIL across the district.
The council does not currently have a CIL in place and requires an experienced professional to help establish and implement the necessary framework, policies, procedures and operational processes to introduce CIL successfully across the district.
This is an exciting opportunity for a planning professional with strong knowledge of CIL legislation, local authority planning policy and infrastructure funding to take a leading role in developing a new CIL approach from the ground up.
The successful candidate will work closely with planning, finance, legal and infrastructure teams, providing specialist advice and overseeing the key stages required to introduce CIL. The role will involve both strategic planning and practical implementation, ensuring the council is equipped to administer and manage CIL effectively in the future.
The position offers a flexible working arrangement, with predominantly remote working and office attendance once a week or fortnight.
Key Responsibilities
- Lead and coordinate the introduction and implementation of CIL across the district, taking the council from having no existing CIL arrangements to establishing a functioning framework.
- Advise on the key stages, requirements and considerations involved in introducing CIL within a local authority.
- Support the development of the necessary CIL evidence base, including infrastructure funding requirements and viability considerations.
- Work with planning policy colleagues to support the preparation of a CIL Charging Schedule and associated documentation.
- Coordinate relevant consultation, engagement and examination processes required to progress the introduction of CIL.
- Ensure proposed arrangements align with the Community Infrastructure Levy Regulations and relevant national planning policy.
- Develop the operational framework, policies, procedures and internal processes required to administer CIL once introduced.
