We are seeking an experienced and motivated Principal Planning Enforcement Officer to assist a LPA with both a caseload of work and assisting the existing Team Leader with daily management of the team.
This is a senior role combining both management responsibilities and an active enforcement caseload. You will be responsible for supervising and mentoring enforcement officers whilst managing complex and high-profile planning enforcement investigations.
The successful candidate will play a key role in ensuring compliance with planning legislation, protecting the built and natural environment, and delivering positive outcomes for local communities.
Key Responsibilities
Leadership and Team Management
- Lead, supervise and support a team of Planning Enforcement Officers.
- Allocate workloads and monitor performance across the enforcement team.
- Provide mentoring, coaching and professional development to team members.
- Ensure enforcement cases are managed effectively and within agreed service standards.
- Assist in developing service improvements, procedures and enforcement best practice.
- Provide technical advice and guidance to officers, managers and elected members.
Planning Enforcement
- Manage a personal caseload of complex and sensitive enforcement investigations.
- Investigate alleged breaches of planning control, including:
- Unauthorised development.
- Breaches of planning conditions.
- Unauthorised changes of use.
- Listed building and conservation area breaches.
- Advertisement and signage offences.
- Conduct site inspections and gather evidence.
- Assess breaches and determine the most appropriate course of action.
- Negotiate voluntary compliance where appropriate.
- Prepare and serve:
- Planning Contravention Notices (PCNs).
- Enforcement Notices.
- Breach of Condition Notices.
- Stop Notices.
- Section 215 Notices.
- Prepare reports, witness statements and supporting evidence for appeals, hearings and court proceedings.
