The existing Planning Policy Manager and Development Plan Lead at BCP Council have gained such diverse, depth of knowledge and experience, that they have achieved their ambition of becoming Local Plan Planning Inspectors

Consequently, we are seeking an experienced Planning Policy Manager to lead the development and delivery of our planning policy function at an exciting time for the organisation.

To support continuity in the service, we are recruiting to:

  •  a permanent position, and
  • an interim appointment (approximately 4 months from August 2026)

Born out of Local Government Reorganisation in 2019, BCP Council is the 10th largest urban local authority in England. We are still a new organisation, but we are maturing quickly, and we will not be undergoing further local government reorganisation in the coming months.

Main Responsibilities

  • Lead and manage the work, resources and budget of the Planning Policy Team including the Local Plan budget.
  • Responsible for ensuring delivery of all statutory work of the team, including the Local Plan and other planning documents, annual monitoring, returns to Government, input into planning application decisions and appeals and other statutory policy work e.g habitat regulations nutrient neutrality and Biodiversity Net Gain (BNG).
  • Be aware of and make constructive use of new technology solutions for plan making and other policy work.  

Dimensions of the role:

This role is required to:

  • lead and manage a team of around 8 people.
  • manage both Planning Policy Team and Local Plan budgets.

 

 What you'll need to succeed

  • Specialist qualifications and experience in Town Planning and chartered membership of the Royal Town Planning Institute.
  • Extensive experience of leading a team of planning professionals. 
  • Extensive experience of leading on Local Plan preparation and examination, acting as an expert witness and senior planning expert at public examination, planning inquiries and to committees.
  • Ability to plan and manage highly complex, statutory and technical planning policy workload and adapt to changing circumstances and use of technology. 
  • Personal qualities, knowledge, skills experience and attributes as set out in the general job role profile and Planning Policy Manager specific addendum.

We have opportunities to regenerate both Poole and Bournemouth Town Centres in particular.
