Delivering infrastructure to support the growing needs of residents is integral to good planning. The Council adopted its own Community Infrastructure Levy (CIL) in April 2021, providing an important new mechanism to support the infrastructure ambitions of the borough. The Council is also the collecting authority for the Mayor of London’s CIL.
We are looking for an experienced Infrastructure Delivery Team Leader to lead the Infrastructure Delivery Team and play a critical role in securing funding from new development; and ensuring that new developments implement improvements to infrastructure and services that are agreed as part of planning permissions.
About the role
In this role, your main responsibility will be to lead and manage the Infrastructure Delivery Team responsible for all CIL and Section 106 processes. This includes the administration and collection of CIL and Section 106 payments for the Borough; and the post-collection allocation and spending of funds, including the ongoing development of a Neighbourhood CIL spend process.
The postholder will lead on the development and implementation of processes for the collection of the forthcoming Building Safety Levy; and will be involved with the development of the new Bromley Local Plan, particularly with regard to evidence base development related to infrastructure.
The Team Leader post will have line management responsibility for two Infrastructure Delivery Officers and will report directly to the Head of Planning Policy and Strategy. The post holder will work closely with colleagues in the Planning Policy and Design & Conservation teams which also sit within the Planning Policy and Strategy service; and will also work with other departments across the Council including Development Management, Finance, Housing and Regeneration.
The successful candidate will represent the Planning Policy and Strategy service at various internal and external meetings, including Council committee meetings; and will also be required to deputise for the Head of Planning Policy and Strategy in relation to infrastructure delivery matters, as and when required.
What we offer
This is an MG6 grade role, with a salary range of £47,536 to £71,302. It is a full-time, permanent role, based on a 36-hour working week. The role is based at Bromley Civic Centre (opposite Bromley South station). We offer hybrid working arrangements, with the current expectation that the post holder will be in the office for at least 2 days per week.
