A Local Authority in Essex is currently undergoing a significant period of growth and change across its planning, housing, and regeneration services. To support this transformation, they are seeking an experienced Planning Manager on an interim basis to lead the Development Management and Enforcement teams, contribute to policy formation, and ensure the delivery of high-quality, sustainable development.

This is an excellent opportunity to step into a senior leadership role and play a key part in shaping the future of planning within the borough.


Key Responsibilities:

  • Lead the delivery of all development management and planning enforcement functions in accordance with current legislation and local policy.

  • Provide strategic input into the preparation of local plans, site-specific briefs, masterplans, and design guidance.

  • Manage and support planning officers, including recruitment, appraisals, and professional development.

  • Deliver clear professional advice to elected members and contribute to an effective Planning Committee process.

  • Represent the authority at appeals, public inquiries, stakeholder consultations, and professional forums.

  • Promote innovation, performance improvement, and service excellence across the planning function.

  • Ensure strong cross-service collaboration and communication with senior leadership.


What We're Looking For:

  • MRTPI qualification and a relevant planning degree.

  • Significant experience in planning leadership, particularly within development management and enforcement.

  • Strong understanding of planning law, development viability, and urban design.

  • Proven ability to engage confidently with stakeholders, elected members, and external partners.

  • High-level communication, decision-making, and team management skills.

  • Experience managing hearings, public inquiries, and member engagement processes.
