About the Role

Tower Hamlets Council is seeking a dedicated Infrastructure Funding Officer to join our Levies and Growth Team, with a primary focus on Community Infrastructure Levy (CIL). This is a specialist role within our wider Infrastructure Planning Team, which plays a central part in enabling the planning, funding, and delivery of infrastructure across the borough.
As the successful candidate, you will lead on the collection, monitoring, and management of CIL income, ensuring compliance with regulations and supporting the delivery of infrastructure projects. You will also contribute to the development and review of the Council’s CIL Charging Schedule and help prepare for emerging levies such as the Building Safety Levy.
While embedded in a dynamic and innovative Infrastructure Planning team that also covers Section 106 Planning Obligations, Infrastructure Programming, Development Coordination, Development Viability and Utilities Planning, your role will be CIL-focused, ensuring that infrastructure funding is effectively secured and utilised to support growth and development. Key Responsibilities

Manage the end-to-end process of CIL collection and monitoring, including financial tracking and reporting.

Support the implementation of CIL-funded infrastructure projects, working closely with internal teams and external partners.

Maintain and improve systems and processes for CIL administration, including CIL-in-Kind and forecasting.

Contribute to the review and update of the CIL Charging Schedule.

Prepare for and support the introduction of new levies, such as the Building Safety Levy.

Collaborate with colleagues across the Growth & Infrastructure Team to align funding with infrastructure needs.

Lead on innovative approaches such as CIL-in-Kind and forecasting.

Preparing for future levies and evolving funding mechanisms.
The Growth Team

Develop and maintain the borough’s Infrastructure Delivery Plan.

Analyse infrastructure needs vs. funding availability.

Produce evidence and strategies for infrastructure planning across sectors.
About You
You’ll bring strong technical knowledge of CIL regulations, planning policy, and financial processes. You’ll be confident managing payments and compliance, and able to communicate effectively with developers, partners, and internal stakeholders. Your analytical skills and attention to detail will be key to ensuring infrastructure funding is used effectively and transparently.
