I am working with an East of England-based Local Authority who are seeking a motivated and experienced Development Management Team Leader to join their Planning Service. This is an exciting opportunity to lead a dynamic team, help shape the future of our communities, and play a pivotal role in delivering high-quality developments that meet our housing, environmental, and sustainability goals.

About the role You'll lead a team of professional planners responsible for delivering the Council's statutory planning functions in a co-ordinated, customer-focused way. With a clear focus on quality, performance, and outcomes, you will oversee the full development management process - ensuring new developments reflect our high standards in design, layout and sustainability.

You'll work closely with colleagues across departments, Members, and the public, acting as the lead officer on high-profile and sensitive cases. You'll monitor performance, support continuous improvement, and mentor a dedicated team of case officers and planning professionals.

Key responsibilities:

Lead and direct your team to deliver the Council's planning responsibilities in line with corporate objectives.

Drive high standards in service delivery, professional advice, and case reporting.

Ensure development proposals align with the Council's policies on housing, transport, environment, and sustainability.

Monitor workloads and performance, ensuring targets in the Service Plan are met.

Provide professional leadership on complex, high-profile, or sensitive cases.

Represent the Planning Service at Committee and public meetings.

Support the recruitment, management, and development of team members.

Deputise for the Development Management Service Manager when required.

About you You will be an experienced planner with a strong track record in development management and team leadership. You'll bring excellent communication and stakeholder engagement skills, as well as the ability to think strategically and deliver results in a fast-paced environment.

Essential skills and experience:

Relevant degree and professional qualification (e.g. MRTPI or equivalent).

Substantial experience in development management within a local authority or similar context.

Proven ability to lead, manage, and motivate staff.

Strong understanding of planning policy, legislation, and best practice.

Experience dealing with complex planning applications and appeals.

Excellent written and verbal communication skills.

On offer is £70 per hour inside IR35 on a three-month initial contract with scope for extension, I work very clsoely with this Authority and have contractors in the team - they love being a part of such a supportive Planning Team.
