Planning Performance Agreement (PPA) Officer x2

 North West & Surrey (Hybrid) |  £55+ per hour |  9–12 Month Contracts | Inside IR35

I’m currently working with two local authorities who are looking to appoint experienced Planning Performance Agreement (PPA) Officers to support the delivery of major and complex development schemes.

These are long-term contract opportunities (9–12 months) offering £55+ per hour (Inside IR35) with flexible hybrid working (once a week / fortnight in the office).


 The Roles

You will take the lead on managing major planning applications under Planning Performance Agreements (PPAs)—working closely with developers, stakeholders, and internal teams to drive projects forward.

PPAs are used to coordinate timescales, resources, and delivery of complex schemes, ensuring a smooth and efficient planning process.

Key responsibilities include:

  • Managing a portfolio of major and strategic planning applications (PPA-led)
  • Leading pre-application discussions and negotiations
  • Acting as the key point of contact for developers and stakeholders
  • Coordinating internal consultees and ensuring project milestones are met
  • Preparing reports and supporting decision-making processes
  • Delivering a high-quality, customer-focused planning service
