Interim Development Management Team Leader

Local Authority | Interim | East Midlands

My client is seeking an experienced Interim Development Management Team Leader to support the delivery of a busy Development Management service during a period of transition and service improvement. This is a key interim appointment suited to a confident, capable planner with strong leadership skills and experience managing complex caseloads within a Local Authority environment.

 

Working Arrangements:

  • 4-6 Months contract, with the possibility of extension
  • Rate, £55 - £70 per hour, all-inclusive rate
  • Inside IR35
  • Hybrid working, 1 day a week preferred (min 1 day a fortnight)

 

The Role:

The successful candidate will play a central role in leading a small team of officers, overseeing application quality, and progressing a select caseload of higher‑profile or complex planning applications. The work will involve providing day‑to‑day guidance to officers, signing off delegated decisions, and ensuring applications are managed efficiently and in line with statutory and internal performance expectations.

Key responsibilities will include:

  • Managing and mentoring a small team of Planning Officers, supporting their development and workload management
  • Holding a personal caseload of major or complex planning applications
  • Providing clear and robust planning advice, ensuring high‑quality reporting and decision‑making
  • Signing off delegated decisions and contributing to improved service consistency
  • Operating on a hybrid basis, with office attendance required in line with service needs

 

The Ideal Candidate:

This role will suit an experienced interim planning professional with strong Development Management experience and the ability to lead and support officers in a fast‑paced environment.

Candidates are likely to have:

  • Experience in a Team Leader, DM Manager, or similar senior DM role
  • A strong background in handling major or complex planning applications
  • Confidence providing technical advice to colleagues and senior officers
  • Experience managing staff, mentoring officers and signing off delegated decisions
  • Strong communication, leadership and organisational skills
  • The ability to work independently and maintain high standards of output
