A busy and proactive Local Authority is seeking an experienced Senior Planning Enforcement Officer to join their planning team on an interim basis. This is an excellent opportunity to step into a key role with an active caseload and strong support from within the wider Development Management service.


The Role

You will be managing a large and varied enforcement caseload, addressing a wide spectrum of breaches including complex residential, commercial, and conservation issues. The successful candidate will be confident working independently, leading enforcement investigations, issuing formal notices, and taking cases through to appeal, including Hearings and Public Inquiries.


Key Responsibilities:

  • Lead investigations into planning breaches across the borough

  • Draft and serve Enforcement Notices, Breach of Condition Notices, Untidy Land Notices, PCNs, and other formal notices

  • Act as lead officer in complex appeal cases and represent the authority at Hearings and Inquiries

  • Determine planning and lawful development certificate (LDC) applications arising from enforcement matters

  • Provide professional advice to internal teams, councillors, MPs, residents, and other stakeholders

  • Mentor and support junior staff members and new team recruits

  • Assist Development Management with enforcement-related matters, reports, and correspondence

  • Liaise with other service areas (e.g. Housing, Environmental Health) on cross-cutting issues like HMOs


About You

  • Demonstrated experience in planning enforcement within a local authority setting

  • Confident handling complex and high-profile cases through to appeal

  • Strong working knowledge of planning legislation and enforcement procedures

  • Excellent report writing, negotiation, and communication skills

  • Able to work collaboratively across teams while independently managing casework

  • Previous experience mentoring or supporting colleagues is desirable
