A well-positioned Local Authority in Essex is seeking a highly capable Principal Planning Officer to support their Development Management team on a temporary basis. This is an exciting opportunity to lead on complex and strategic applications, support service resilience, and help shape large-scale developments in the area.

The Role

This role will see you managing major planning applications, leading complex negotiations, and representing the authority at committee and appeal. The caseload will include large residential and commercial developments, with active involvement in Planning Performance Agreements (PPAs) and Section 106 agreements.

The position is being offered on a hybrid basis, with only one day per week required in the office, plus attendance at site visits and occasional committee meetings.

Key Responsibilities:

• Lead on major and complex planning applications, pre-application enquiries, and strategic development proposals

• Negotiate Section 106 agreements and manage PPAs across key sites

• Prepare and present reports to planning committees and represent the authority at hearings and inquiries

• Advise Members, colleagues, and stakeholders on a range of planning matters

• Collaborate with Essex County Council, internal teams, and local partners to deliver high-quality development outcomes

• Maintain planning records and ensure full compliance with Data Protection legislation

About You

• Degree in Planning or a related discipline

• MRTPI or eligible for membership

• Extensive experience in complex casework and major applications within a local authority setting

• Strong understanding of planning policy, legislation, and decision-making processes

• Skilled in negotiation, committee reporting, and stakeholder engagement

• Able to work independently and to tight deadlines in a high-paced environment
