We are working with a Local Authority in the South West region, who are seeking an interim Community Infrastructure Levy (CIL) Manager to lead the delivery and management of CIL across the Authority on an initial 6-month contract.
This role will take ownership of the implementation and ongoing management of CIL and the associated infrastructure fund, while also overseeing S106 agreements where required. The successful candidate will provide strategic input, manage reporting requirements, and ensure compliance with legislation.
The Role:
The Interim CIL Manager will be responsible for the day-to-day delivery, monitoring, and governance of CIL, while also managing a CIL Officer directly. The position requires attendance at occasional committee meetings, with flexibility to otherwise work remotely or from council offices as required.
Key Responsibilities:
- Manage the day-to-day delivery, monitoring, and governance of CIL across multiple authorities
- Oversee preparation of annual Infrastructure Funding Statements and CIL Annual Rate Summaries
- Lead on CIL appeals and ensure compliance with relevant legislation
- Support the delivery of S106 agreements, including negotiations with county councils, parish councils, service providers, and developers
- Define and update infrastructure needs for the areas, ensuring effective delivery through third parties such as National Highways
- Manage and monitor the neighbourhood CIL portion, including transfers to local councils
- Contribute to the Strategic and Local Plan process, providing evidence on viability and infrastructure delivery
- Develop and review policies and protocols for CIL and S106 management
- Report to the relevant committees and stakeholders
- Direct line management responsibility for one CIL Officer

- Duration: 6 months initially
- Rate: Happy to discuss your hourly expectations (Umbrella)
- Hours: Full-time
- Location: Hybrid - remote working with occasional on-site meetings
